Illinois Online Betting

Rating: 79 out of 100, by 83 users

Illinois is home to numerous legal, regulated gambling choices both online and in-person. In the physical world, you’ll find riverboat casinos, racetracks and a lottery. Online betting can be regulated with a variety of horse racing betting sites and fantasy sports websites.
Sports betting can be on its way to Illinois after a significant gambling reform bill has been approved by the legislature and signed into law by Governor J.B. Pritzker in mid-2019. Under this law, in-person and mobile sportsbooks are licensed to take a complete assortment of sports wagers from anyone 21 or older and physically situated within state lines.
As it stands now, Illinois is on its way to becoming a gambling powerhouse between its large population and wide number of legal gambling choices. The addition of online sports betting is especially noteworthy as that will enthusiasts across the state easy access to safe and legal wagering.
Online Betting Sites in Illinois
Online sports gambling is now legal in Illinois, but it’s going to be some time before the first apps are approved to take wagers from the general public. In the meantime, horse racing and fantasy sports sites and the internet lottery are already legal and supply a similar experience.

Horse racing, fantasy sports sites and the state lottery may offer their services in Illinois provided they possess the right licensing to achieve that. Each would-be gaming website must get specific approval from the state gaming board before it may legally accept wagers from state residents.
One online sports gambling operator has reserved its location in the Illinois marketplace so far. Only days after the IL sports betting law was approved, Australian company PointsBet.com announced a partnership with Hawthorne Race Course to construct a retail sportsbook in the monitor, offer betting through multiple off-track gaming places and to launch a mobile program.
FanDuel and DraftKings are very likely to join the fray at Illinois at some stage a well, but has detailed any plans it has for your nation. As further operators reveal their plans, we’ll update this page together with key info.
Horse Racing
The Illinois Racing Board keeps a current list of gambling websites which are allowed to take wagers over the internet from residents. The current list is made up of TVG, BetAmerica, TwinSpires and also a few others.
My personal recommendation would be to go with TVG or even BetAmerica. These are the largest and most well-known sites on the listing and have the maximum racing betting choices.
Illinois also permits off-track betting (OTB) at specific locations throughout the state. As the name suggests, OTB facilities enable you to place wagers on horse races at places aside from the actual racetrack. Each monitor may authorize a particular number of OTB locations for a total of 43 potential facilities. Presently, 27 OTB facilities are busy. You may see the complete list .
Legal Illinois Sports Betting
Illinois legalized in-persona and mobile sports betting with a law passed in June 2019. Following the House and Senate issued their stamps of approval, Governor J.B. Pritzker added his signature to turn the bill into the law of the land.
Under SB 690 (beginning on page 227), Illinois will issue permits to casinos, racetracks and specialist sports stadiums to run mobile sportsbooks to take wagers in person in addition to mobile gaming programs to take wagers online.
Online operators like FanDuel, DraftKings and PointsBet may either partner with a local land-based sportsbook operator or apply for one of those three online-only licenses which will be issued under the law.
Now, it’s merely a matter of time as state regulators draw up rules governing the industry, review applications from curious sports betting providers and issue the go-ahead for accredited operators to begin accepting wagers.
The pending IL sports betting law will have its troublesome areas such as high licensing fees and requiring in-person registration for the first 18 weeks, but complete it could be regarded as a triumph for sports lovers. It is always welcome news if a state eventually gets around to controlling and taxing an activity that has been taking place underground through local bookies and offshore betting sites.
Mobile Sports Betting in Illinois
Casinos, racetracks and stadiums that acquire sports gambling licenses are going to have the ability to launch mobile apps under their own brand names. Casinos and racetracks will be able to accept clients from throughout the state while stadiums will have a 5-block radius in which they could accept wagers in-person or through mobile apps.
There are two key provisions related to mobile betting in IL which will inconvenience some bettors, but even these issues will be solved with the passage of time.
First, clients will be required to register in-person with a licensed sportsbook before betting online. This means you ought to visit a nearby casino or racetrack to sign up for an account and confirm your identity. As soon as you get that out of the way, you’ll be able to wager at your convenience from a certified mobile program.
Secondly, individual online-only operators will probably be prohibited from entering the marketplace for the first 18 months till they associate with an area casino. When an online operator chooses to go that path, it is required by law to operate under the brand name of this casino that is online.
Online operators may also opt to wait 18 months then apply for one of three mobile betting licenses. Operators that decide to go that route will be allowed to operate under their own brand names, but they will be playing catchup after sitting outside for a year and a half.
The good news is both provisions are set to expire after 18 months. At some point, you’ll have the ability to register online from any place in the country and place wagers via sites including FanDuel and DraftKings when they haven’t already partnered with a local casino or racetrack.
Illinois Sportsbooks
Under the brand new sports betting law, Illinois casinos and racetracks will be allowed to apply for sports gambling licenses. These permits will authorize the construction of in-person sportsbooks as well as the launching of cellular betting apps.
Licensing fees for casinos and racetracks are set to be priced according to 5 percent of every operator’s adjusted gross premiums but max out at $10 million. Expensive or not, many if not all of the state’s casinos are likely to apply for licenses. Pennsylvania established a similarly expensive licensing scheme and even though PA casinos originally balked at paying that much to provide what is essentially a low-revenue form of gambling, they ended up applying for permits one .
Sportsbooks in Stadiums
One of the more unique areas of the IL sports gambling law is a provision allowing up to seven sports stadiums to apply for permits to operate sportsbooks. Stadiums that obtain these permits will be allowed to take wagers on site too through mobile devices within a five-block radius.
Sports Betting Kiosks
The Illinois Lottery has also been approved to go into the sports gambling company to a limited level. Under the new law, the IL Lottery may place around 2,500 sports gambling kiosks throughout the state over the first year of this law being in effect. Following that, the lottery may place an additional 2,500 kiosks within the course of the following year to bring the total to 5,000 machines.
IL Lottery betting kiosks will not be allowed to offer full-fledged sports gambling; they may only offer you parlay-style wagers. The details of exactly how those wagers would do the job still have to be worked out, however, the basic gist with parlays is players need to select the results of two games in return for receiving better payout odds than wagering on just a single game.
Essential Illinois Sports Betting Rules
The Illinois Gaming Board and Department of Lottery have been tasked with drawing up regulations needed to enforce the new sports betting law, but the legislation itself also comprises a range of key rules that we know will be in place once the initial sportsbooks and gambling sites go live.
In-person sportsbooks accredited? Yes
Online and mobile sports betting authorized? Yes
Where will betting take place? Casinos, racetracks and sports stadiums may apply for licenses to run in-person sportsbooks and also to offer online betting
Sports betting kiosks: Illinois Lottery may operate around 5,000 kiosks which will accept parlay-style wagers just Minimum age to wager on sports in IL: 21
Restricted Events: No wagers permitted on Illinois college teams, minor league events and K-12 events Restricted Wagers: Professional sports teams may ask the Illinois Gaming Board to prohibit certain types of wagers if they are worried such wagers will impact the integrity of the matches Data Mandate: Licensed operators need to purchase official data from the leagues such as settling in-play wagers
Tax rate: 15 percent on adjusted gross sports wagering receipts
Additional local tax: An additional 2% tax will be collected from operators situated in counties with a population in excess of 3 million. Money collected from this tax will go to support that county’s criminal justice system.
Self-exclusion: The Illinois Gaming Board and Department of the Lottery shall set up a voluntary self-exclusion program for Men and Women who wish to restrict themselves from wagering
Past Efforts to Legalize Sports Betting in IL
Illinois’ latest move to legalize sports betting is not the state’s first attempt — lawmakers and industry stakeholders have been contemplating the issue for quite some time.
The two bills were introduced in 2018 trying to legalize sports gambling in the event the Supreme Court overturned the national prohibition (which it did). HB 4214 was a very simple placeholder bill while SB 2478 would have generated the Sports Betting Consumer Protection Act.
SB 2478 lacked details regarding regulations, licensing requirements and taxation rates and passed the forming of regulations to some state agency. Which agency that could have been left in the invoice, but that too was decided at a subsequent point. The purpose in the brief term was to simply end the state-level prohibition of sports gambling and then figure out the rest after.
A reading of the complete text of the bill shows the authors also pictured online sports betting being legalized. The bill referred to”digital” sports gambling no fewer than 29 times as a possible form of betting that would be governed by the state agency eventually delegated to regulate the industry.
The support of neighborhood casinos helped improve the chances of sports gambling coming to Illinois, but casinos were somewhat slower to talk on the situation. However, Arlington Racecourse sounded receptive to this idea when it told the Daily Herald it’d like a casino to proceed with sports betting:
“If we are treated equally with all the casinos and we’ve table and slots games,” Arlington GM Tony Petrillo explained,”and then we have sports gambling, that is a venture which would be quite plausible for this property.”
The 2018 efforts to legalize IL sports betting failed to yield results in the brief term, but new legislation enacted in 2019 built on these first attempts to turn that dream into a reality. Early disappointments have turned into actions with lawmakers finally getting fully on board with lawful sports betting.
Fantasy Sports
Real money fantasy sports betting is legal at the federal level thanks to an exemption from the Unlawful Internet Gambling Enforcement Act (UIGEA) of 2006. The UIGEA determined fantasy sports to be a competition of skill rather than luck since betting outcomes don’t depend on a single game or the operation of an individual player.
State laws also welcome dream sports so all of the major US firms that offer fantasy betting are readily available to residents. You are welcome to register, deposit and win real cash at any of the websites listed above.
If you’re unfamiliar with daily fantasy gambling, this is a sort of wagering in which you pick from all the players in the league (it could be NFL, MLB, NBA, etc.) and draft a team of about 9 individuals based on the game. A digital salary limit is enforced, which forces you to make tough decisions when deciding how to fill your roster.
After you have a team, all you have to do is wait for that week’s matches to play in the real world. When the real players score points and also amass stats from the actual world, your dream team earns points. At the end of this all, the person whose dream team gets the most points wins the competition.
You can play in tiny contests in which you pit your team against a single opponent, medium contests with 4, 3 or even 20 competitions or massive tournaments with hundreds or thousands of other men and women. Your goal is to make as many points with your team as possible and acquire a real cash payout.
Illinois has an interesting bit of case law background regarding fantasy sports. In 2013, New York resident Chris Langone brought a suit against FanDuel.com in Illinois court. He sought to claim more than $500,000 in earnings from FanDuel and among its customers under an old Illinois law called the Illinois reduction Act.
The Reduction Act is an old piece of anti-gambling legislation that makes gambling losses recoverable from the loser if the losses amount to more than $50. If half an hour pass and the victim does not assert the losses, anyone may recover those losses in court. Here is the important Part of the law:
(a) Any person who by betting will lose to any other person, any amount of money or thing of value, amounting to the sum of $50 or more and will pay or deliver the exact same or any part thereof, may sue for and recover the cash or other thing of value, therefore lost and paid or delivered, at a civil action against the winner , together with costs, at the circuit court…
(b) If within 6 months, such individual who under the conditions of Subsection 28-8(a) is eligible to initiate action to recover his losses does not actually pursue his treatment, any person may initiate a civil action against the winner. The court or the jury, as the case may be, will ascertain the amount of the reduction. Following such determination, the court will enter a judgment of triple the amount determined.
The lawsuit was eventually thrown out because of Langone failing to satisfy the minimal brink of depositing cash and because FanDuel itself cannot be considered a”winner of gaming” because it simply acts as a middleman between bettors.
Are dream sports legal in Illinois?
The significant fantasy sports websites all operate in Illinois and the country is home to several men and women who play every day, however the legality of all DFS has yet to be fully, 100% settled with legislation. Back in December of 2015, Attorney General Lisa Madigan issued an impression that daily fantasy sports violate Illinois law, but no additional action was taken and the significant DFS sites have continued to function publicly since then.
Some lawmakers also have sought to push legislation which would legalize and regulate daily fantasy sports or outlaw the activity altogether. House Bill 4323 introduced in 2015 and debated in 2016 would have formally legalized dream sports with the invention of this Fantasy Sports Contest Act, but that bill was shelved in 2016 and eventually died altogether in early 2017.
A separate bill additionally introduced 2016 sought to move things in the opposite direction and classify the operation of a fantasy website for a crime. Fortunately, that charge also expired in early 2017.
As it stands today, daily fantasy sports are explicitly authorized nor illegal in Illinois. The current status quo works nicely for players and operators, but it’ll be wonderful to finally find the matter firmly settled one way or another.
Many DFS legalization bills have been introduced in the intervening years, but none have yet made it into legislation. Early 2018 watched some action on a fantasy sports bill, but enthusiasm for that bill died and there have been no significant changes since. Regardless of the AG’s 2015 opinion that DFS websites run afoul of Illinois gambling legislation, the significant daily fantasy sites do accept customers the state.
Lottery
Illinois was the first state to carry its lottery to the internet after a federal judge ruled that it would be legal for states to achieve that. The IL Online Lottery went live in 2012 and the website allows residents to create an account and purchase individual tickets for Powerball, Mega Millions and Lotto.
Any state resident 18 or older will register an account there and buy tickets or sign up for subscriptions for automatic buys. Winnings under $600 are credited right to your lottery accounts and may subsequently be pulled straight to your bank accounts. Should you win more than $600, the state lottery claims department will contact you with instructions for claiming your money.
Here is something else interesting: that the Illinois lottery is largely accountable for nations now being able to legalize online gambling and poker. In 2009, Illinois and New York requested the Department of Justice to clarify its stance on the Wire Act of 1961. Both states had plans to sell tickets online but were unsure if this plan will run afoul of federal law.
It took the Dept. of Justice two decades to react but it had been worth every second of the wait. Not merely did the DOJ approve of online lotteries, but it ruled that the Wire Act applies only to sports betting. This choice is that which paved the way for countries including New Jersey, Nevada and Delaware to legalize internet casino games and poker.
Online Poker and Casinos in Illinois
Illinois was flirting with the concept of internet gambling legalization for years now. 1 attempt came in 2013 when a major rewrite of the state’s gaming laws included a bit about legalizing, regulating and taxing online poker and casino games. Legislators yanked the role concerning online gambling before the bill has been passed the subsequent month.
For a time after the 2013 announcement failed, there wasn’t any word or sign that online gaming would come to Illinois any time soon aside from Senate President John Cullerton once calling internet gambling inevitable. If the people of Illinois are going to be playing and gambling poker online anyways, why shouldn’t the state get a cut? It would be better to control it, enact much better defenses for gamers and keep those tax dollars stateside. That was the basic argument anyways.
Cullerton’s effort to add online gaming to the 2013 bill ultimately failed, but he says he’s not out yet. He’ll continue to push the thought and hopefully make something happen for the players of Illinois. He also stated that internet gaming probably won’t come to Illinois until lawmakers finalize and enact legislation to allow the construction of new land-based casinos at the nation.
In the end, he said, online gaming represents an easy source of cash for governments in all states. Lawmakers have the power to create a new business overnight and create a new source of revenue without raising taxes. The people want the freedom to spend their money how they please and say lawmakers like the notion of additional earnings.
Online Gambling Bill Passes from the Illinois Senate
The upcoming big break for online gaming in Illinois came about unexpectedly in May of 2017. With very little warning, language legalizing online gambling and internet poker has been added to a daily fantasy sports invoice at the behest of local riverboat casino interests.
According to local news reports, present casinos in Illinois see daily fantasy sports as a rival company model and were initially opposed to laws regulating fantasy sports. But, those casinos had been interested in expanding to online gaming for quite some time. They could strike a deal with lawmakers and get the internet gaming speech added to the fantasy sports bill.
Along with creating customer protection regulations for everyday fantasy sport, the altered bill attempts to legalize online gaming and issue licenses to operators. Present casinos, horse racing tracks and ADW operators will be licensed to apply for licenses to get a program fee of $250,000 plus a licensing fee of $10 million. Operators will be permitted to offset the hefty licensing fee against potential taxes accumulated on gaming revenue.
The bill was put to a vote in the Illinois Senate in May and passed by a vote of 42-10, but stalled in the home.
Is it legal to play offshore casinos or poker sites?
Article 28 of the Illinois Criminal Code appears to prohibit the mere act of playing with poker or wagering on games. The code does not specifically mention the World Wide Web, but it could be interpreted to apply to gambling on games anywhere with the following text:
(a) A Individual commits gambling when he or she:
(1) knowingly plays a game of chance or skill for money or other thing of value, unless excepted in subsection (b) of the Section;
(2) knowingly makes a wager upon the result of almost any match, contest, or any political nomination, election or appointment;
However, Illinois hasn’t prosecuted a person for playing games online. The state is home to some very high-profile poker players including the likes of Taylor Caby, that has made millions of dollars playing online poker and conducting the poker coaching website CardRunners.com. There probably is not much legal risk related to playing offshore poker rooms or casinos.
Nevertheless, we don’t advise our readers to perform for real cash at unlicensed poker sites. The legal threat may be small, but it is not zero. There is also a substantial financial risk associated with playing on sites that nevertheless accept Americans against US gaming laws. The Department of Justice has show
